Britain, Norway and the United States jointly tracked and confronted vessels belonging to Russia's GUGI naval intelligence unit in Arctic waters near Svalbard this spring, preventing the completion of an exercise rehearsing a previously undisclosed technology designed to disable subsea cables without leaving forensic evidence, Reuters reported Wednesday. The Russian vessels departed the area; no cables were damaged.
The disclosure builds on a partial account Britain and Norway gave in April, when Crisis.Zone reported that the Royal Navy had tracked an Akula-class submarine and two GUGI vessels near critical infrastructure. What is new is the specific location, the direct American role, and the existence of a weapon built for sabotage that cannot be traced back to its source — a capability that speaks directly to what Moscow may be preparing for in any future confrontation with NATO.
The operation and what it targeted
GUGI — Russia's Main Directorate of Deep-Sea Research, sanctioned by both Washington and London — deployed deep-sea submersibles near the Bear Gap, the 400-mile corridor through which Russian submarines from the Kola Peninsula must transit to reach the Atlantic. The submersibles were rehearsing deployment of the undisclosed technology against the two 1,400-kilometre cables that connect Svalbard to mainland Norway at depths of up to 2,700 metres — cables that carry data from SvalSat, the world's largest satellite ground station and part of NASA's Near Space Network.
The tripartite force tracked the Russian vessels, physically confronted them, and forced an end to the exercise before it was completed. Norwegian Defence Minister Tore Sandvik said the allies "sent a clear message to Russia that they cannot operate covertly," adding that "any attempt to target our critical infrastructure will be detected and met with consequences." British and Norwegian officials also presented their findings directly to Moscow — an unusual step signaling that Western intelligence had full visibility into the operation, even as it stopped short of public attribution at the time.

Part of a wider pattern
The Svalbard incident sits within a documented campaign rather than as an isolated episode. At least 11 subsea cables have been damaged or severed in the Baltic Sea since October 2023, prompting NATO's Baltic Sentry monitoring mission and Britain's Nordic Warden patrol initiative. North Sea "drifting" activity — vessels slowly transiting infrastructure to map it — rose 52 percent in 2025. Germany alone logged more than 165 suspected sabotage cases this year, including the Leipzig airport drone attack it attributed to the GRU, an incident Washington's NATO ambassador subsequently endorsed as attribution while stopping short of a collective alliance response. Moscow's Defence Ministry did not respond to Reuters' request for comment; the Kremlin has consistently denied conducting sabotage operations against NATO members.
CIA Director John Ratcliffe visited Moscow in August, in part to warn against further sabotage activity, though Reuters could not confirm whether subsea cables were specifically discussed. Norway, meanwhile, plans a new Svalbard–Jan Mayen–mainland cable by 2028, extending the same infrastructure Moscow appears to be probing.
The Svalbard confrontation shows NATO allies can detect and physically interrupt a Russian undersea operation in real time. What it does not show is whether that capacity scales across the Arctic, Baltic and North Atlantic simultaneously — or what happens the next time Moscow's vessels do not withdraw.
