China's official military newspaper, PLA Daily, published an editorial on September 1 calling on researchers to "accelerate the transfer of cutting-edge technologies from laboratories to military training grounds for robotic 'combatants.'" It is the first explicit public call by China's military press to move humanoid platforms from civilian labs into training environments, using the doctrinal term "combatants" rather than the more common "equipment" or "systems."
The timing is not incidental. The editorial appeared two days after humanoid robots competed in races and dance routines at the 2nd World Humanoid Robot Games in Beijing's National Speed Skating Oval — a showcase that, in retrospect, looks less like a consumer technology exhibition and more like a public capability assessment staged before the PLA's own editorial board.
The procurement trail behind the rhetoric
A Reuters investigation published September 7, reviewing more than 100 Chinese military procurement notices, academic studies, patents and defense-industry materials, documents budgeted activity rather than aspiration. In May 2025, the PLA issued a tender for a humanoid robot with installation and technical training included. By September 2025, a procurement notice listing a National University of Defense Technology (NUDT) contact sought an "embodied humanoid robot intelligent perception and dexterous operation system." By June 2026, the PLA had budgeted approximately $300,000 for a system to collect and label camera, radar and motion data specifically for terrain navigation — infrastructure for training robots, not building them.
This is a recurring PLA pattern: commercial or surplus platforms repurposed for asymmetric roles the conventional force structure does not easily cover, as this outlet documented with the conversion of retired J-6 fighters into attack drones near the Taiwan Strait. Chinese manufacturers accounted for roughly 95% of global humanoid robot shipments in 2025 (BofA Global Research), and Unitree sells humanoid platforms for under $6,000 — an industrial base the PLA did not have to build, only redirect. Norinco's August 2026 unveiling of the Fuxi humanoid, developed independently by the company's innovation institute using fully domestic technologies, added a state-defense entrant to that trajectory.

The gap that remains
No armed humanoid robots currently serve with operational PLA units. Wang Yonghua of the Academy of Military Sciences wrote in November 2025 that technical breakthroughs and lower manufacturing costs remain prerequisites before humanoids "stream onto the battlefield." Malcolm Davis of the Australian Strategic Policy Institute puts the practical timeline at five to ten years, citing battery endurance, terrain reliability and vulnerability to countermeasures as unresolved constraints.
That caveat arrived days after 128 countries in Geneva agreed on a definition of lethal autonomous weapons systems — a regulatory process moving markedly slower than the procurement notices it is meant to eventually govern. The distance between doctrinal ambition and deployed capability remains real. What has changed is the paper trail documenting how deliberately that distance is being closed.
